Wanted: An Understanding This Is Marketing

Reader Sacha sent us this picture of a flyer seen on Christopher Street. It looks like any ol' Wanted sign, until you see the words "Zodiac Killer" on it!
Upon closer inspection, there are dates clearly noting it's from the 1960s and the line "San Francisco Police Department"... and then the words "In Theatres March 2nd" perhaps to minimize the chance of a Aqua Teen Hunger Force-scale freak-out that the Boston PD are so good at. We have to say, it's effectively freaky.

Isn't posting ads on city property without authorization illegal?
The city could get a nice chunk of change in fines and perhaps some sort of organized crime prosecution, too.
I don't know how you go about a normal day, Toby, if a simple flyer for an indie movie causes you this much distress.

Well who would've thought a simple blinking cartoon character giving you the finger would paralyzed a whole city. A "simple" flyer these days of a serial killer on the lose isn't too far off to put a state of emergency into the bright hands of our law enforcement.

oddly, this police sketch looks identical to a guy i work with... should i turn him in? 40 years later?
