Old news. Those are Velotaxis, made in Germany and used all over Europe for years. And yes, if Consumer Affairs decides to regulate pedicabs, these will fall under those regulations. The vehicles in their current state should be able to meet most or all of those since they have headlights and taillights, but the drivers may still have to be licensed in some way eventually, depending on what the city decides.
Why is it old news if the vehicle has just now arrived in New York?
$1 per block seems a little expensive.

the 1 dollar a block is a little to high for my blood if you can bring it down to about 50-cent's
